This order is meaningless!
If you have never worked in a large corporation or hospital you should know about a term called funny money. The Government pays the providers in distributions or lump sums that the providers put in a general fund from which they not the government transfer credits and debits in and out of.
No one in the government will ever know what the money is really used for or even what they have actually bought!
And Executive Orders are themselves not law; no matter how many times they've been used that way. Of course, almost everything our government has done over the past hundred years has been unconstitutional, and voters don't seem to mind at all...
Sigh...
Too Bad that Obama's mom did not have an abortion!!!!!
Actually, Obama's real parents never had any children.
