Yes, and also sex should be illegal except between two adults of opposite gender who are legally married to each other. Even then it should be for the purpose of procreation only. I'm sure the government, which has nothing better to do than take bribes and stick its nose up everyone's a$$ in this country would love to monitor all sexual activity as well.
