HIV testing should be mandatory and done yearly on all prisoners. HIV education should be mandatory and done yearly. Prisoners should sign informed consent forms to acknowledge that they understand the HIV risks of unprotected sex and that they will not be treated for HIV contracted while in prison. HIV infected prisoners should be isolated from non-infected prisoners. Condoms should be available. Needles and syringes for IV drug use should be banned and confiscated. Substitute opiates should be banned. Guards assisting in the drug and needle trade should be terminated.

That is a simplistic answer which is impractical and unworkable. So - the persons in prison with HIV and AIDS should just curl up and die because they A.) have AIDS and are less than human and B.) are in jail so unworthy of being treated as humans. Drugs will be smuggled into a prison no matter how draconian the oversite is - humans love to figure out ways to get around rules. HIV testing and education should be done and isolation of HIV+ persons may be feasible - as long as they are treated humanely - but the expense of that undertaking would be more than the government would be willing to spend. Condoms would not be provided because the majority of the population is squeamish regarding gay sex and does not want to "promote" it.
