Exercise and diet alone do not remove all fat and cellulite. It's a fact. However, that doesn't mean to give up on a healthy lifestyle; it's just that after losing a lot of weight some people still have pockets of fat/cellulite that won't go away regardless of how much they exercise (even spot targeting) or eat healthy, controlled portions - it's known as plateau. Everyone needs to be careful of going to excesses to break this plateau in hopes of removing embedded fat - this is often how eating disorders are born, and it can even happen to people in their 30s, 40s and beyond. I neither condemn nor condone plastic surgery, but we can't assume that by diet and exercise alone that everyone will rid their bodies of all fat and/or cellulite. Not to mention, some people have excess fat due to medical conditons, and often the medications taken to cope/cure with those conditions.
Rarely mentioned is the difference between fat and fat cells. An analogy is a water balloon, the balloon being the fat cell and the water being the fat, actually triglycerides. When one consistently eats more calories than they burn, the body responds by creating fat cells to store the extra calories, converted to fat. Indulging in diet and exercise will burn the fat in the fat cell, but it will not get rid of the fat cell itself unless taken to the extreme. Sure this is what ann meant when she stated "Exercise and diet alone do not remove all fat..." However, if one reduces caloric intake enough, essentially nearly starving oneself, the body will break down the fat cells and consume them for energy as well. Best example would be to look at pictures of people in the Nazi concentration camps. Those that had been there for an extended period, had absolutely no body fat, regardless of how much they had when the went in.
This is why people who have been obese have problems taking off the last 10-20%. Because it's not actually fat, but fat cells that remain, and losing that takes a lot of work and sacrifice. But it can be done and safely if done over an extended period and one ensures that they do not suffer from malnutrition while experiencing malnourishment...or, liposuction is, of course an option.
The best idea obviously is too not eat more than you burn and never put on the fat cells in the first place. Too late for some, me included.

lipo is lame, go exercise and stop eating twinkies. I've lost 25lbs, tightening up is easy when you're not lazy and know what to eat. Plan on dropping another 5lbs too at least taking me from a start weight of 205 to 175.

The comment about the person in the picture not being able to loose the extra fat under the chin (double chin) unless lipo'd is false. For a young person, like the person in the picture, the fat CAN be removed via diet and exercise. I know because I have done so myself. Neck exercises and simple weight loss will get rid of the fat in that area, for people whose skin is still firm, which is obviously the case for a young 20-year-old.
Hot-in-Miami, you do not know that child's history, nor background. All bodies are not created equal. You can be a thin "fat" person. Being that type of person you are lean, but have no muscle mass. Leads to sags and droops. I suggest you assist in helping others who were not as successful as yourself (and had good genes) and really learn about body types. Education is a good thing.

There comes a time when we have to take responsibility for our own bodies. After I had my second child (42 years ago) I was 200+ lbs. Not a happy place to be for a person that is only 5'2". She had had fat removed under her jawline which makes it more prominent -if you measure it you can see it is not a fake. My girlfriend doe this: every photo we show her of plastic surgery , she calls fake...this despite several of us in the group who have beautiful results from the very same surgery.
