Between the weather and the lack of services and sunshine Russia must be a bleak place to live. With vodka as the ersatz national drink alcoholism is rampant there. (according to studies) I applaud them for recognizing the problem and trying to take steps to improve the situation.
This won't do a thing to improve the alcohol problem in Russia. Drinkers will make a few scheduling adjustments and/or make their own booze. But this new law is the typical kind of default Soviet-style 'solution'. Improve the lives of ordinary Russians and curtail corruption and then you might see fewer folks getting loaded.
