Instead of building these nice new shiny prisons to lock up drug addicts and alcoholics, the state and federal government need to divert much more money to prevention programs and treatment facilities in an effort to treat the illness of substance dependence. Locking someone up has proven to be ineffective. People who get treated and maintain their recovery rarely repeat their offenses and they often become model citizens.
