the constitution and bill of rights are only applicable to US Citizens. they do not cover or intend to impose or suggest any governing rules or privileges to citizens of other countries therefore it is improbable and highly unlikely that the intention of the 14th amendment applied in any way shape or form to mexican anchor babies.

the actual intent of the law was to give citizenship (deservingly) to african American slaves after the Civil War.

furthermore it is within the authority of congress to create a new ammenment if it were deemed necessary and important to the "will of the American people" to change or alter the law to make certain that it only applied to American citizens and no other.
