Arthur_5002,300 pages of law. 4,600 pages of new regulations written to define the 2,300 pages of law and the job is not even halfway finished yet. How are we supposed to know what is legal and what is required by us? We can't afford what is currently offered by the insurers and they don't know what new rules will crop up tomorrow.
