Well, what do you expect with a drinking age of 21? Kids/teens are going to drink. You're not going to stop it. What I've seen is that because of this, when they do get a hold of alcohol - any alcohol for that matter - they drink to the point of drunkeness always. They aren't too particular what it is that they drink, just the quantity. And as a result it becomes habit, or a learned behavior. It's amazing. I've witnessed it several times with several different folks.
Having grown up in a society where there is no enforced drinking age - a drinking binge does occur, but not nearly with the prevelance I've seen in the states. It's social and the novelty of having a beer isn't that big a deal. It certainly isn't worth bragging about the next day at school.
Not advocating getting rid of the drinking age, or reducing it. But clearly the drinking age of 21 has added to this problem. Take a way the novelty of consuming alcohol as a teen (that's the trick, isn't it?) and you'll certainly reduce the incidents.
I remember in my junior year of college the administration came up with a survey about student drinking. We all visited the appropriate website and answered some pretty mundane questions: 'How many days a week do you drink?' 'How many drinks do you have each time?' and some other routine crap. It's been too long to recall the exact results the college released afterward, but I remember them trying to twist the numbers. One of the results showed the average drinks a college student has per day and announced that drinking wasn't a problem on campus. Think of it this way - if you only drink 2 days a week and have 7 drinks at a time each day, your average is only 2 drinks a day. Nifty, huh? No chance this was their response to a student-run marijuana survey a year earlier that showed pot use as higher than what the administration wanted to see. No chance at all.
And still booze is perfectly fine and weed is illegal........... hhmmmm. Don't get me wrong, i have no problem with alcohol. it's just funny how far our lawmakers heads are up their own butts.

Sounds like a pretty effective way of dealing with life to me.
In other news... Space is really, really big!
