A question I didn't see covered in the article was this... If the treatment and conditions were so atrocious when they first visited these various institutions - Why on earth did they wait for TEN years to do a 'Follow-Up'? That doesn't sound, nor appear like much of a very dedicated concern.
How many of our American mentally ill are simply wandering the streets? Years ago, our state governments closed many hospitals where the mentally ill were cared for.
Most of the homeless in the US have serious mental problems, and no one is taking responsibility for them. While those whose families have enough insurance to be institutionalized do have better care than in Mexico or other poorer countries, it is arrogant to say "time has stood still" about them when we have actually gone backwards, leaving the mentally ill to fend for themselves on the streets or in night shelters where they often attack each other.
Why don't you state it as it is..."during the "wonderful" Raegan years the institutions were dismantled....." unions were abolished.....under this "sainted, wonderful President....."
The institutions/asylums/hospitals for the mentally ill in the United States stated becoming dismantled during the Kennedy administration. It goes back much farther than Regan.
I have to also add to Meemus. The dismantling began during the 60s and was promoted by Edward Kennedy. Reagan had nothing to do with it. Not defending nor condemning Reagan or anyone else, just making a correction.

It is not that we don't have compassion for the illegal alien or their disabled brethren, the problem is that we give billions of dollars to the Mexican (and other countries) government and they do not disseminate it to the people that need it!! The governments keep it for themselves and the rich in the countries. (sounds a little like U.S.A., except the rich EARN their money)
The problem, as I see it, the illegal alien, instead of staying home and fighting for a better home wants to abandon his/her God given right and obligation to make life better for him/herself right where he/she is. The Mexican government lets children live on the streets throughout Mexico City. Kids as young as 5 years old are left to beg for change, prostitute, and do drugs(About 50,000 children to be exact). They let drug traffickers massacre innocent people throughout the country. They allow police and military corruption. They allow their citizens to drink water that is hardly fit for human consumption. The Mexican government allows their people to live in extreme poverty.
And what, pepople are supposed to think that the mentally ill and disabled would be treated any better by the Mexican government or the Mexican people?
Not to be heartless but this is not America's problem to solve. Mexican people need to take care of their own or continue to fail as a society.
Mexico is essentially a failed state. Catholic conservatism on reproductive issues, corruption, the Drug cartels, and crushing poverty (from overpopulation) have destroyed that once proud nation. I say let the commies have a crack at taking on the cartels. They're authoritarian, but they're not afraid of a fight. Better yet, allow the common Mexican citizen to own firearms, form civil defense organizations, and defend themselves on a neighborhood by neighborhood basis.

The government does not really control any territory outside of the capitol other than a few square blocks here and there in the cities where they have their offices and facilities and those are frequently attacked and sacked by drug-soldiers.
