In the new republican budget states will be unable to declare a "disaster area" and expect federal assistance. States will be required to buy insurance on the open market to cover natural disasters that may effect their states. This is a necessary step in reducing government spending. By using this approch we will be able to cut government spending much faster. By passing this cost on to the states, this will require them to come up with plans or budgets that anticipate these future needs. So states with the likeyhood of hurricanes, torandos, flooding and land slides become more aware of the need for additional insurance and not expect the federal government to cover these unexpected expenses.
