Maybe just being out of some households can make the difference. All the welfare programs the government can come up with can not substitute for proper parenting, which is sorely lacking in almost all welfare-driven single parent households.
One more caveat: Ignore those quackologists who label your child as being Autistic unless he kid is truly 'different (then it could something other than Autism).
