Stupid law. Unenforceable. The 'mother' isn't going to prove that the baby was viable at any rate, because she wants the kid dead. The 'doctor' obviously doesn't have any interest in the health of the baby either, so basically it's a conspired murder being outlawed.
Who's going to turn them in? The 'doctor' who did the murder? The 'mother' who contracted the 'doctor' to do the killing? Maybe the dead baby going into the incinerator as biohazardous waste?
