So, could it be that it's not race, but geography making the difference? Urban areas are different from suburban areas, and rural areas are another difference as well. Of course a headline that reads "farm boys drink more soda in school than city slickers" wouldn't be much of a headline, would it?
I would characterize my current abode as urban. I can quite literally walk across the street to a fast food place, or a convenience store, or a drug store, and score any brand of soda you could care to name. That was not true when I lived in the suburbs, in fact the nearest store was well over five miles away making it a trip, and not a walk.

Schools are about preparing kids for real life. Real life choices and decisions are going to include your food and drink choices. The minute a kid in an urban school leaves the grounds with the chain link fence and concertina wire, that kid is in the real world where every other store down the road sells (gasp!) soda pop.
Making it a forbidden fruit to reduce consumption is something anybody who knows the slightest bit of what it's like to be a kid told "no" will realize makes them want it more.

i am glad the assistance was there for you. i was lucky enough not to need it. i am happy that the program is in our schools due to the fact some children dont eat other then school lunches, but working in a school i see alot of kids using them, and my school is 95% free and reduced
when i went to school we had water fountains in the hall. there were no vending machines. we brought a lunch to school or ate the school provided lunch. we wore uniforms and played jumprope (girls) or basketball (boys) or other physical games in the courtyard after our lunch. we behaved in a disciplined manner in the classroom- and we learned.
The only difference between allison's school and mine was the uniforms, and I went to public school. And some public schools do require uniforms.
We didn't have vending machines in the school until high school, and those sold fruit juice (not "juice cocktails") instead of sodas. We were not allowed to leave campus to buy fast food for lunch. Until middle school, we had recess morning and afternoon, and plenty of time to play at lunch. We were not allowed to carry snacks or drinks to class. The water fountain sufficed.

Most kids get on a bus after school. I dont think there is a malt shop on a bus.
A lot of kids do not get on a bus. Some get rides and some walk. Some even ride bikes.

Whenever I was on free or reduced lunch I never had even a dollar for the vending machine. Maybe the machines are used by the ones not on assistance?
