Proportionally there are more white researchers than black researchers. As far as the sentence in the article stating NIH will use more black researchers on the review panels can't be entirely accurate since it goes against their own policy that reviewers are previously and currently funded scientists reviewing in their fields. Also NIH unlike NSF doesn't require a researcher to disclose their ethnicity. NSF has a field where it asks for researchers to self identify, and it's optional. Exactly how does NIH know a researcher is black or white if there is no chance to self identify? Also if there just more white researchers than black researchers and there are less funds to compete for (due to economic meltdown) then proportionally white researchers would receive more funding, purely from a statistical standpoint.

The panels that approve the grants are not given the information on race. So that there is no basing it on race. But they are implying that they are still being denied grants based on race because their names sound black, or maybe they went to a majority black school. Hogwash if you ask me.

A couple of comments, some of which may not be popular. First, why is the government giving out "research" grants in the first place. Last I checked the Constitution, the authority to do this wasn't there. Second: What is so scientific about these stats? The article states and/or assumes that there is some guideline for the funds to be used for the most important research. But, since there is a difference in what the author feels is the critical criteria, that is absolute equality, then they assume that the difference can only result from the grantors being able to determine that certain grant requests are from whites and certain grant requests are from blacks. Of course, there is nothing in the article to support it. That's why bigots who want to raise bigot issues use baseless claims.
Now, since we are striving for a "color-blind" society, doesn't it make sense to stop seeking color information? I guess that would be too easy.
The government should give out research grants for global competitiveness and for impartiality in research endeavors. If research was conducted only in private sectors then only only that research of interest would be conducted and not one with more a public health focus. Comparatively, the US government funds research on a smaller scale than other countries (e.g. N. Korea, China, and Russia). The type of government research we see now started with WWII with vaccine development with researchers hired to conduct research for DOD. See Vannevar Bush's report to President Roosevelt's in response to his question on a organized approach to research after WWII. Without this type of funded research we might not have a vaccine for Polio (unless it was deemed marketable), and other vaccines we take for granted.
And in the end no matter how you put it we will always be second class in the country.

Uggggg...as much I inherently want to support the AVA8 guy above, I cannot do so (completely). Yes, as an African American we are often taught by our parents that it is assumed we are less capable and only excel at physical task and entertainment. This is due primarily to the fact that our parents grew up during a time when discrimination was outwardly accepted on the basis and belief that blacks are inferior.
Yes, there are instances where it is obvious being African American has its disadvantages, especially when it comes to making first impressions prior to displaying any behavior that might lead someone to make an initial assumption; however, WE HAVE COME A LONG WAY.

Why wouldn't reviewers be blinded to name, race and institution of the researchers proposing the study (or any other factor that might tip the reviewers off as to race or ethnicity of the researcher). Their decision would be based solely on the proposed research. If a bias is shown subsequent to that, one could conclude that those proposals were inferior regardless of race, or any other factor.
A. That would not give NIH the opportunity to make it's publicity announcements and point out how they celebrate "culturally diversity" and how great and magical it is.
B. That would not result in more money going to minorities so someone would still pressure the NIH.

I fund all of my projects with private funds, controlling the use of the data and bringing solutions to those who need it with modest proceeds that go to CHARITABLE causes, such as homeless veterans.
If I’m not mistaken, some grants are allocated to small business and/or other classifications which may be considered as “set-a-side” funding for minorities. Perhaps this is one of many possible ways to account for tracking program awards. The ratio you imply makes practical sense considering the approximate 40% unemployment number reported to be associated within African-American communities across America. If accurate and your presumption is correct, logic and pragmatism dictates a remedy (contracts, grants, scholarships, etc,.) must be instituted ASAP. However, funding irrelevant programs like “why do hot air balloons crash” is not very practical. I actually discovered and read this program report back in 1997. Unless the goal was to eliminate modern air travel (planes and helicopters) to improve national flight safety standards, I don’t grasp the financial justification of why this program was funded by the government through Mayo Clinic. We must focus on health care, life science and technology innovation opportunities for African-Americans and rural Americans who have been most adversely impacted by the current great depression. This population is easy to identify and/or track, simply ask them to product unemployment statements, eviction letters, late payment bills and collection notices from the last four years.
Their has been a disparity between large university and smaller ones when coming to receiving grants from NIH. It is good that the NIH is reviewing its granting process so there is more fairness. We all benefit when a diverse group of universities and colleges are given the opportunity to follow through on one of their promising projects.

Sometimes you might know the person whose grant you are reviewing [each reviewer gets to assess maybe 10-20 grants per session] but most of the time you don't. You read the science and critique it. You don't look to see if the applicant is white or black or green for that matter, and in fact I know of no way you could do so even you wanted to. If there is "an old boy network" as the above correspondent seems to think I've never seen it. If he hasn't gotten Federal funding over the past 30-years then this is because his applications obviously aren't good enough [sorry].

As funding levels for NIH grants drop to ever lower levels, many aspects of the peer-review system are falling apart. A review panel is very capable of accurately figuring out how to cull out the bottom 50% of grants. And there's probably another 20-30% that a review panel can say are not quite there -- they need to go back into the oven until the fork comes out clean.
But the reality is that there is not a panel anywhere in the world that can accurately figure out which grant should be at the top 5 percent vs. the top 8%. So when 90-95% of the grants are being rejected, the process to select the ones that make the cut becomes more and more political.

Your math is incorrect. The grants where the applicants identify as "black" receive funding 20% of the time. The grants where applicants identify themselves as "Caucasian" receive funding 30% of the time. It is not 20%/30% of ALL funded grants. You know that your financial background is also investigated as the process moves forward, so the process is rigorous. The actual (real) unemployment rate in the U.S. is about 50 million and will soon reach 70 million. The nation has collapsed. People generally acknowledge that the middle class has been destroyed and must be restored to save the nation. However, nobody acknowledges the “new normal” nationwide job discrimination against African-Americans which must be reversed as a matter of national security.
I find it interesting you come here and make an attempt at a legible post that has merit. There are many factors (like them or not) that contribute to the lower numbers mentioned above for colored-folk. Stop crying, learn proper grammar skills, and maybe one day you can make something of yourself. No wonder you didn't get the job for NIH. Proportionally there are more white researchers than black researchers. As far as the sentence in the article stating NIH will use more black researchers on the review panels can't be entirely accurate since it goes against their own policy that reviewers are previously and currently funded scientists reviewing in their fields. Also NIH unlike NSF doesn't require a researcher to disclose their ethnicity. NSF has a field where it asks for researchers to self identify, and it's optional. Exactly how does NIH know a researcher is black or white if there is no chance to self identify? Also if there just more white researchers than black researchers and there are less funds to compete for (due to economic meltdown) then proportionally white researchers would receive more funding, purely from a statistical standpoint.

If that evens out the ratio to a more politically correct "equal" amount it only proves that the new reviewers are racist since nothing else changed except the race of the reviewers.

The panels that approve the grants are not given the information on race. So that there is no basing it on race. But they are implying that they are still being denied grants based on race because their names sound black, or maybe they went to a majority black school. Hogwash if you ask me.

If the Black researchers are researching medical anomalies indigenous to the Black Race, then I would say fewer grants for studying is racist.

A couple of comments, some of which may not be popular. First, why is the government giving out "research" grants in the first place. Last I checked the Constitution, the authority to do this wasn't there. Second: What is so scientific about these stats? The article states and/or assumes that there is some guideline for the funds to be used for the most important research. But, since there is a difference in what the author feels is the critical criteria, that is absolute equality, then they assume that the difference can only result from the grantors being able to determine that certain grant requests are from whites and certain grant requests are from blacks. Of course, there is nothing in the article to support it. That's why bigots who want to raise bigot issues use baseless claims.
Now, since we are striving for a "color-blind" society, doesn't it make sense to stop seeking color information? I guess that would be too easy.

The government should give out research grants for global competitiveness and for impartiality in research endeavors. If research was conducted only in private sectors then only only that research of interest would be conducted and not one with more a public health focus. Comparatively, the US government funds research on a smaller scale than other countries (e.g. N. Korea, China, and Russia). The type of government research we see now started with WWII with vaccine development with researchers hired to conduct research for DOD. See Vannevar Bush's report to President Roosevelt's in response to his question on a organized approach to research after WWII. Without this type of funded research we might not have a vaccine for Polio (unless it was deemed marketable), and other vaccines we take for granted.
And in the end no matter how you put it we will always be second class in the country.
It took me until my mid 30's to come to this understanding.

Uggggg...as much I inherently want to support the AVA8 guy above, I cannot do so (completely). Yes, as an African American we are often taught by our parents that it is assumed we are less capable and only excel at physical task and entertainment. This is due primarily to the fact that our parents grew up during a time when discrimination was outwardly accepted on the basis and belief that blacks are inferior.
Yes, there are instances where it is obvious being African American has its disadvantages, especially when it comes to making first impressions prior to displaying any behavior that might lead someone to make an initial assumption; however, WE HAVE COME A LONG WAY.
Many of us are now proof of the fact that with hard work we will achieve the same level of success as our white, asian, hispanic counterparts.

Why wouldn't reviewers be blinded to name, race and institution of the researchers proposing the study (or any other factor that might tip the reviewers off as to race or ethnicity of the researcher). Their decision would be based solely on the proposed research. If a bias is shown subsequent to that, one could conclude that those proposals were inferior regardless of race, or any other factor.
A. That would not give NIH the opportunity to make it's publicity announcements and point out how they celebrate "culturally diversity" and how great and magical it is.
B. That would not result in more money going to minorities so someone would still pressure the NIH.

I have been doing research for over thirty years and this crowd is some of the most ignorant, arrogant, egotistical, assinine in the country. Ever wonder why there is no cure for diseases and conditions, that have been around since the beginning of time? MONEY! I fund all of my projects with private funds, controlling the use of the data and bringing solutions to those who need it with modest proceeds that go to CHARITABLE causes, such as homeless veterans.
If I’m not mistaken, some grants are allocated to small business and/or other classifications which may be considered as “set-a-side” funding for minorities. Perhaps this is one of many possible ways to account for tracking program awards. The ratio you imply makes practical sense considering the approximate 40% unemployment number reported to be associated within African-American communities across America. If accurate and your presumption is correct, logic and pragmatism dictates a remedy (contracts, grants, scholarships, etc,.) must be instituted ASAP. However, funding irrelevant programs like “why do hot air balloons crash” is not very practical. I actually discovered and read this program report back in 1997. Unless the goal was to eliminate modern air travel (planes and helicopters) to improve national flight safety standards, I don’t grasp the financial justification of why this program was funded by the government through Mayo Clinic. We must focus on health care, life science and technology innovation opportunities for African-Americans and rural Americans who have been most adversely impacted by the current great depression. This population is easy to identify and/or track, simply ask them to product unemployment statements, eviction letters, late payment bills and collection notices from the last four years.
Their has been a disparity between large university and smaller ones when coming to receiving grants from NIH. It is good that the NIH is reviewing its granting process so there is more fairness. We all benefit when a diverse group of universities and colleges are given the opportunity to follow through on one of their promising projects.
I've sat on many NIH grant review panels. Sometimes you might know the person whose grant you are reviewing [each reviewer gets to assess maybe 10-20 grants per session] but most of the time you don't. You read the science and critique it. You don't look to see if the applicant is white or black or green for that matter, and in fact I know of no way you could do so even you wanted to. If there is "an old boy network" as the above correspondent seems to think I've never seen it. If he hasn't gotten Federal funding over the past 30-years then this is because his applications obviously aren't good enough [sorry].

As funding levels for NIH grants drop to ever lower levels, many aspects of the peer-review system are falling apart. A review panel is very capable of accurately figuring out how to cull out the bottom 50% of grants. And there's probably another 20-30% that a review panel can say are not quite there -- they need to go back into the oven until the fork comes out clean.
But the reality is that there is not a panel anywhere in the world that can accurately figure out which grant should be at the top 5 percent vs. the top 8%. So when 90-95% of the grants are being rejected, the process to select the ones that make the cut becomes more and more political.

Your math is incorrect. The grants where the applicants identify as "black" receive funding 20% of the time. The grants where applicants identify themselves as "Caucasian" receive funding 30% of the time. It is not 20%/30% of ALL funded grants. Read more carefully before commenting, or (gasp) refer to the study that the article is referring to, the statistics are enlightening.

First of all, when one writes a grant, race is not asked in any shape or form. Second, how many Asians, Native American, or Mexican researchers for that matter come into play in this so called report.

Did you read the article? At all? There was a direct comparison of Caucasians and Asians. Have you, in fact, applied for an NIH-sponsored grant? I'm guessing no, seeing that you have no idea about the applications process. I think that for an RO1, there are something like 75-100 pages of information, one subsection being gender, race, age, etc. Don't comment about something you know nothing about.

You know that your financial background is also investigated as the process moves forward, so the process is rigorous. I have even been asked about why I do not give other research discoveries to other entities that are more credible, such as the discovery of the cause of Autism. Just so you know!

@Ken-C, I have several white friends who happen to like all of the things that you just listed and I am black and don't like any of it. So I think you need to stop sterotyping black people. Racism is wrong either way it goes. Black people shouldn't be racist and white people shouldn't either.
