I think the present method of study, using a control group is also unethical in many cases. I mean if you take someone say with a cancer who is in need of treatment and then put him in a control group for which experimental treatment is withheld because he's in the control group, to me that is wrong.

It should be voluntary or forget it.
Control groups are essential for studying the effectiveness of any treatment. Usually if a pronounced benefit is noticed during the study, the study is ended and the control subjects are given the choice whether to use the treatment.
All diseases are bad that is a fact, but in my opinion, sphyilis is worst then cancer, cancer you cut it off and sometimes that is the cure and it won't come back if lucky, other times is cut it off and have therapy depending on the level of cancer, sometimes is radition therapy and their is nothing doctors can do for the cancer patient.

If it is an experimental study, the control group is given the standard of care. That is, they are given the procedure that is already used to cure/treat cancer(or whatever). If it is proven that the experimental treatment is better, then they give it to everyone and stop the study.
This was a terrible outrage. It shows clearly a fact that has never changed to this day: the government does not believe that non-Americans, particularly people of color or those in undeveloped countries, are fellow human beings (the same was once true of black Americans). It is the reason why the government "regrets" killing tens of thousands of innocent human beings in Iraq and Afghanistan, but unashamedly continues with the same kind of aggression today. Guatemala should have a strong case in the international court.
I agree, the U.S. is not immune to being held responsible. It needs to be held responsible for this.

While I don't agree with the study and how it was conducted, we need to also remember the times it happened. It wasn't unusual to do this sort of 'studying' on inmates of prisons and mental hospitals even in the US. It had little to do with the color of skin, but that those doing and approving the studies felt that the test subjects were 'expendable'.
I'm sure most of the money the US spent on the experiment went to bribes.
And unlike the US, Guatemala has already investigated this.

There is no excuse whatsover for human beings to be treated this way. It is this kind of mentality of placing different values for human life that leads to the decisions we make today here and abroad. Like viewing the errant muder of innocent civilians as collateral damage.
If anyone wonders why we are being hated abroad, you have your answer. The few who have wised up to what we are up to are fighting back so we label them as terrorist or combatant. Switch roles with them for a minute, what will we do?
With cancer clinical trials, yes one group gets the 'new' treatment, but the other group gets the 'traditional' treament, not no treament. I put the 'new' in quotes because it is usually a different combination/dose/frequency of old drugs.

I cannot recall if reparations were ever made to the families of these men.
If so, then the U.S. government was held responsible for what the PHS did. Similarly, if the U.S. government is found accountable for what occurred in Guatemala, then reparations should be made. And the government of Guatemala likely shared responsibility.
Reparations for the Tuskegee experiment started in 1974, but it should be remembered that most of the participants - and the children and sexual partners they unwittingly infected - had already died:
The Tuskegee study is certainly more nuanced than that. They started out the study with a certain treatment and never varied from that. Thus, the intent of the first few years of the study were to treat and study. However, after penicillin became the standard treatment, the study never switched to it.
If the "G" does it it's called 'breaking the rules"! If you and I do it it's called breaking the law and we're prosecuted!

It was new study at the time so these 700 victims suffered and didn't know what kind of disease this was, how can a sick patient have knowledge of this disease while mentally ill "this was against their rights"

Every single red alert that I received I then used an IP locator to find the location of the IP address. In this case both IP addresses 8.26.211.125 and 23.0.254.124 being in Kansas, near Witchita. I then located the Koch Knight Business address in Wichita at PO Box 2256 Wichita, KS 67201. Imagine that. The Two addresses are relatively close together. We all know how Koch Knight is supporting the Tea Party. The only way to get rid of the Liberals to monitor everyone around a Koch Knight business to then use harrasment and intimidation methods based upon an employees or temporary employees online activities to make the employee change their mind.
Now you know how to track Koch Knight America and other politically motivated companies harassing you. If you have a Koch Knight business in your area use WireShark to locate where the "redirection" of information is going. The redirection will be painted in RED with a YELLOW IP Address. You will see that it is leading right to Koch Knight Industries in Kansas City.
Let them know America that you know where the illegal URL monitoring is coming from. They can see you and we can see them now
I went back through and did some further research on the Red/Yellow IP Address Alerts and came back with the result of 192.168.1.64. The IP redirects to Rome in Italy where the Vatican is located. Imagine that the Vatican and Kansas City IP locations being involved with a religious extreme movement ment to force Americans to believe in the rights that each facility wants Americans to believe based upon religious restrictions of thought which is not based upon a Liberally free country of individual choice. Other IP's of interest are 207.46.206.171 which links back to Wichita Kansas once again as well as 209.84.24.126 which links to a location inside of Texas.
Now if these were not Conservative Religious monitoring networks then why are the redirection links linking back to Conservative Centers of Religious facilities such as being near Koch Knight, the Vatican and Texas all of which are Conservative Centers who are illegally monitoring YOUR URL activity and then create laws to saw in a general catch all phrase taht you can or cannot do a thing that makes you wonder how would they know what you were doing.
They want you too believe that god is telling them what you are doing when in fact they are merely using wiretapping schemes designed around the Patriot Act to make you think of the Conservatives as "Divine Inspiration" just like the leaders of Iran and Syria force their citizens to look at them as being when in fact they are not.
Let them know America that you know where the illegal URL monitoring is coming from. They can see you and we can see them now. Now you know who is using illegal wiretapping programs to monitor and control your lives everywhere you go....which is the same thing that the Chinese do their citizens.
The monitoring of American citizens in this manner and then using their URL activities to force a political change is an invasion of privacy and is political despotism.
Wireshark is showing you the servers that your information is travelling through, it has nothing to do with any kind of monitoring. Your interpretation is extremely paranoid and very troubling. This shows a serious misunderstanding of how the internet works, and a strong predilection toward the absurd. No one is watching you. DO you really think that you are that interesting?
moomar, you're right about his methodology and that's exactly what wireshank is showing you and he's likely more than a little paranoid on top of it but just remember, just because you're paranoid doesn't mean that someone's not out to get you (joke for those that aren't able to tell .... maybe <G>). All kidding aside, if you think for even a second that every word you type, every email you send, and every site you visit isn't monitored 24/7, along with your every movement being monitored via gps, then you my friend probably need a little head work yourself. I was a law enforcement officer for 20+ years, and no the agency is none of your business, as well as a computer tech, and I can tell you that the technology has existed for at least the last ten years and possibly more. Google Carnivore and follow the trail, that's all I'll say. I have to point out that the Nuremburg Code was not created untill 1949, the article states that 'rules' were broken.
What legal or professional rules were in place at the time these outrages occured?
