No. Mentally ill children who cost to much so instead of having their disabiities dealt with by their local Community Health departments. So they the Community Mental Health Agency's just have the police deal with them to get them off their roles.

If mentally ill children have committed no crimes then how can they be incarcerated in a criminal detention facility? I suspect that the children have been assaultive. Hence the reason for criminal charges.
You need to understand mental illness. Some mental illness means that you have no control over emotions, understanding right or wrong, or ability to cope. This is the same as having a twitch, or other muscular convulsions that cannot be controlled. So even if a child bites, kicks, hits or anything that you appear to say is assaultive how can that or how should that be considered assualtive?
The real problem is that these children need help to overcome their disabilities and learn how to copey. The criminal justice will not work as many times the repition takes years and patience. The criminal justice will make them worse and they will never get out. This does not mean there is not hope for them. It means they need specific therapies and programs tailored for their disabilities. Anyone can do the easy thing and just say they assaulted someone so throw their lives away and let them rot in jail. Just because we do understand something does not mean it does not exist and should not be dealt with appropriately.
Most likely, the vast majority of people incarcerated have mental health issues. Mentally stable people are not going to commit serious crimes. Mentally stable people do not commit murder, rape, armed robbery and other violent crimes. Mentally stable people do not ingest meth, crack and other drugs.
You miss the whole point and it is obvious that you do not wish to really understand the issue as many. Doing the easy thing and taking the easy way out as you appear to be doing is what caused the real issue that I have discussed to begin with. You may broad brush anything to avoid any issue. This does not make it right and will not stand up under scutiny. If you bothered to read what was suggested you would know. But again it appears that would take effort on your part which you are not prepared to do to really understand an issue.
If one is not mentally ill when they enter jail. They soon will be.
