I wish this article would say where California placed....I would have thought we were at least near the top.  We wear our seatbelts.  We quit smoking.  We shop at farmer's markets.  We exercise.  We recycle.  I went to Alabama last year OMG the worst drivers in the world, nobody wearing a seatbelt, everybody smoking and tons and tons of Waffle Houses and BBQ places.  It was like the Night of the Living Fat Dead.  Yikes...........
