Why does the author bring up the tiny percentage of vaccine refusers but not mention ANYTHING about the fact that the epidemic has primarily been concentrated among Hispanic immigrants? The real problem isn't that a handful of parents refuse vaccines, it's that we have so many immigrants with who knows what vaccination status living all crammed together. Talk about your breeding ground for epidemic disease...
You can turn away unvaccinated but you won't turn away ILLEGAL/undocumented students - makes sense.
You can if they don't have vaccination records.
