Of course they do. This administration's all about regulation. Create another office in the agency. Hire some more passive-aggressives for a guvmint job. Will it improve care? No.

Rather than transplanting all of these body parts, at some point it might be easier to just transplant the brain of a badly injured person into a decent body!
